Minutes for the October 15, 2013 Meeting
Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio
Attendees: President Hugh McKinnon, Jeff Albrinck, Dave Harwood, Al Pearlman, Chris Schaefer, Bob Szczur, Stiney Vonderhaar, Chris Patterson, Sean Balnes (Saint Francis Group), Darin Hall (Port Authority), Gail Paul (Port Authority), Dan Monk (Business Courier), Gordon Geraci (Elite Photography), Carie Geraci (Elite Photography), Jack Cameron, and Pam Morin.
Recurring Business:
1. Approval of the minutes from the August 27th and September 17th meetings were made on a motion by Jeff Albrinck and seconded by Bob Szczur. The motion passed with a 7 yes, 0 no vote.
2. Hugh McKinnon advised the members that he signed off on the agreement with Saint Francis Group.
3. Economic Development Update:
a. Village Crossings, 10400 Reading Road: In Jack Cameron’s discussion with Devonshire/Reit he learned that their goal is to develop the outlot as a ground lease and not as a separate parcel. They are still discussing a restaurant or a multiple lease retail.
b. Brendamour, 2630 Glendale-Milford Road: The Village is working with Doug Brendamour to help him acquire more land for additional parking. He must supply 200 additional parking spaces by spring to accommodate GE Aviation additional jobs in his building.
c. China Cooking/Hollywood Motel, 10599 Reading Road: Council has approved the purchase of these parcels. They hope to close by January 15, 2014. Environmental Assesments and title searches are still pending.
d. Village Landings, St. Rita Lane: Jack Cameron is meeting with an independent restaurant this week. Jack has suggested to this user that they should also consider Evendale Commons as a location.
e. Boyd Bros. Transportation, 2521 Glendale-Milford Road: There will be a preliminary discussion at tonight’s Planning Commission meeting concerning Boyd Bros.’ desire to expand their parking. Increased activity at the site is creating the need for additional parking. Boyd Bros. licenses their entire fleet through the Evendale facility. This has created a large increase in the license fees that the Village collects. It should be noted that the license fees are restricted to state route improvements.
f. Evendale Office Condos, 2920 – 2950 Glendale-Milford Road: Jack has been working with the Hamilton County Development Company, tenant broker, and prospective company to locate in this development, which could bring 20 new employees to Evendale.
New Business:
1. Saint Francis Group Presentation: Sean Balnes introduced Darin Hall and Gail Paul, both with the Port Authority of Greater Cincinnati. Darin is the Vice President of Real Estate Development and Gail Paul, Director of Communication Strategy. Sean’s power point presentation was a comprehensive property assessment of the Village’s 16 parcels. Parcels were grouped into seven separate areas.
a. North-East Corner of Reading Road and Inwood Drive:
• Recommended to acquire adjacent properties and consolidate the entire area for more marketability.
• Suggested uses were retail and possible small office.
• Retail suggestions supporting TriHealth Evendale Hospital, i.e. casual dining, medical supply, and small medical offices, would be ideal.
b. South-East Corner of Reading Road and Inwood Drive:
• Sean feels that this corner is very marketable, especially for retail. The benefit in a retail development would to provide services not currently in Evendale.
• Jack Cameron said that they haven’t developed this area as retail to respect the Inwood Drive resident’s desire to limit the amount of traffic at the end of their street.
c. Safety Shoe Distributors Out Parcel:
• Sean offered to initiate a conversation with A – Z Printing and/or Safety Shoe Distributors to determine if either is interested in buying this property.
d. Etters’s Driving Range and Formica Out Parcel:
• To make this parcel more marketable, the Village should provide a curb cut.
• Sean suggested that Formica Corporation should be approached to determine if they are interested in buying this parcel. Jack Cameron informed the committee that Formica currently has 40 undeveloped acres, so the likelihood of Formica buying this parcel is slim.
e. Hamilton County DDS Out Parcel:
• Sean noted that the small office building south of this parcel has been on the market for several years. He wondered if CIC would be interested in acquiring that parcel.
f. TLC Landscaping & Garden Property:
• There are three parcels that make up this area. Sean suggested looking at Swifty Gas Station, 9786 Reading Road, as a possible acquisition. That would make the entire corner more marketable.
g. South-West Corner of I-75 and Glendale-Milford Road:
• Suggested uses are small office, destination retail, or a 100,000 square foot flex development.
• Jeff Albrinck believes that we may want to wait until the Through the Valley/I-75 project is completed before we start marketing this area.
• Chris Schaeffer suggested that the area might be a good candidate for a PUD Development.
• There was a discussion of acquiring the City of Cincinnati Firing Range if it ever came on the market.
Jack Cameron cautioned about considering the Village’s purchase price of a parcel when trying to determine fair market value or asking price. What the Village paid for the properties is sunk cost and is not a factor a prospective buyer will even consider. Jeff Albrinck agreed that the Village made a conscious effort to purchase certain parcels to eliminate unappealing businesses.
Chris Patterson would like for Sean to introduce a time line into the discussion and the probability of the parcels being developed.
Sean asked Jack to provide him with the Master Plan and the new zoning code. At the next meeting on November 19th, Sean will be incorporating and analysis of the Master Plan.
Bob Szczur made and Dave Harwood seconded the meeting to adjourn the meeting. The motion passed with a 6 yes, 0 no vote, with Stiney Vonderhaar leaving the meeting early.
